Description: What's so special with borders? Well, they make your avatar, image, or anything that you have made look more organize and neat! No need for the image look like it has been cut off.
The image I am going to use is an image from Full Metal Panic:

Then, I'll crop it so it would be an avatar. (( 100 x 100 ))

Now, here is how you can make a border around the avatar. First, press Ctrl+A and then EDIT >> Stroke.
Then pick your colour and your width which is basically the thickness. I am going to make mine the colour black and my width 2 px. My location is going to be inside and the blending will be normal and opacity will stay 100%. If you want, you can lower the opacity.
Select okay and go to Select >> Deselect. Ta-da! Your done, and you have a very spiffy avatar! Here is the result:
