Description: Want a rainy look to your image? Well this is just the tutorial your looking for.
I'm going to use this image from the fabulous anime The Melancholy of Haruhi Suzumiya

Create a new layer above your current layer and fill it with black. Layer>>new>>Layer
Go to Filter>>Noise>>Add Noise.
Set it to Gaussion, Monochrome, and the amount should be around 25. It depends on how much rain you want and how big your image is.
Now go to Filter>>Blur>>Motion Blur. Angle:-45 Distance: 25 pixels. You can adjust the angle to wherever you want the rain to fall by moving

Change the layers blending mode to screen, which makes the black transparent.
If you want go to Image>>Adjust>>Levels and slide the central grey arrow to the right till the rain looks right.
Now you have rain! Heres the ending picture!:
